Your first order, step by step

Whichever factory you choose, a first order follows the same five steps. The time ranges are what the factories in this list publish or quote: a ready-to-brand formula sits at the short end, a new formula at the long end.

1 Brief & quote 1–2 weeks You + factory 2 Formula trials 2–6 weeks Factory 3 Thai FDA notification About 30 days Factory or Thai company 4 Production 30–45 days Factory 5 Launch Month 3 – month 5 You TYPICAL FIRST ORDER
Typical timeline for a first private-label skincare order in ThailandChart: Top10OEM

Before you contact a Thai factory

1. Check the Thai FDA GMP list. The Thai FDA publishes every GMP-certified cosmetic manufacturer with its certificate number and validity. All ten factories in our list are on it (one with a date to confirm). Several popular “OEM” names we searched for were not.

2. Convert kilograms into units. Thai factories often quote minimums in kilograms of bulk. A 35 kg minimum fills roughly 1,100 jars of 30 g, or 2,300 bottles of 15 ml, before losses.

3. Ask who holds the Thai FDA notification. It must be a Thai company. If you are a foreign brand, you need an importer or partner; if you are Thai, ask for it in your company’s name.

4. Check the deposit. Deposits of 50–60% are common in Thailand. Agree stages tied to sample approval and delivery.

How we picked and scored

We started from 14 candidate Thai skincare OEM factories, checked each against the Thai FDA GMP list (data as of 7 October 2026), the CICOT halal directory, company registration records and US FDA warning letters and import alerts, and read each company’s website. We excluded factories with recent US FDA findings, own-brand-only makers and companies we could not find on the GMP list, and scored the rest on our five criteria — see our methodology. We did not capture Google ratings for Thai factories in this round.

Frequently asked questions

Which is the best skincare OEM factory in Thailand for a new brand?

Surathin International scored highest: it publishes minimums per formula (35 kg for creams and serums), gives five free formula attempts, files the Thai FDA notification and is on both the Thai FDA GMP list and the CICOT halal directory. Wathoothorn is the best alternative if you want an all-in-one brand service with a published budget.

What is the minimum order for OEM skincare in Thailand?

Thai factories usually set minimums by weight or budget rather than units. Surathin publishes 35 kg per formula; Wathoothorn starts ODM at about THB 50,000; a third-party list reports Prema Care from 1–10 kg. Ask each factory to convert its minimum into units for your pack size.

How do I check a Thai cosmetics factory is GMP-certified?

The Thai FDA Cosmetic Control Division publishes a list of GMP-certified cosmetic manufacturers with certificate numbers and validity dates. Search it for the company name and check the certificate is still valid.

Are Thai cosmetic factories halal-certified?

Several are listed with the Central Islamic Council of Thailand (CICOT). As in Malaysia, halal is certified per product, so check that your products are covered.

Who files the Thai FDA notification?

Cosmetics sold in Thailand must be notified (จดแจ้ง) to the Thai FDA by a Thai company. Many OEM factories file it for you; foreign brands need a Thai importer or partner to hold it.

Does a US FDA warning letter matter if I don’t sell in the US?

An import alert mainly affects products shipped to the US, but a warning letter documents quality-system problems found by inspectors. We exclude such factories until the findings are resolved.
